Inter ministerial joint conference system for the protection of intangible cultural heritage
In order to implement the relevant decisions and arrangements of the Party Central Committee and the State Council, further strengthen the organization and leadership of the protection of intangible cultural heritage, strengthen coordination and cooperation, form a joint force, and effectively improve the level of systematic protection of intangible cultural heritage, with the consent of the State Council, the inter ministerial joint meeting (hereinafter referred to as the joint meeting) system for the protection of intangible cultural heritage has been adjusted and improved.
1、 Main responsibilities
Implement the major decisions and arrangements of the CPC Central Committee and the State Council on the protection of intangible cultural heritage, and urge the implementation of relevant laws and regulations; Coordinate and solve major issues and problems in the protection of intangible cultural heritage; Complete other tasks assigned by the Party Central Committee and the State Council.
2、 Member units
The joint meeting is composed of 20 departments, including the Ministry of culture and tourism, the central United Front Work Department, the central cyberspace office, the national development and Reform Commission, the Ministry of education, the Ministry of science and technology, the Ministry of industry and information technology, the State Ethnic Affairs Commission, the Ministry of finance, the Ministry of natural resources, the Ministry of housing and urban rural development, the Ministry of agriculture and rural areas, the Ministry of Commerce, the State Administration of radio, film and television, the General Administration of sports, the Chinese Academy of Social Sciences, the National Bureau of rural revitalization, the State Administration of cultural relics, the State Administration of traditional Chinese medicine, and the State Intellectual, The Ministry of culture and tourism is the leading unit. The joint meeting may adjust member units according to work needs.
The main responsible comrades of the Ministry of culture and tourism act as the convener of the joint meeting, the relevant responsible comrades of the Ministry of culture and tourism act as the Deputy convener, and the responsible comrades of relevant member units act as the members of the joint meeting (the list is attached). If the members of the joint meeting need to be adjusted due to work changes, it shall be proposed by the unit to which they belong and determined by the joint meeting.
The office of the joint conference is located in the Ministry of culture and tourism, and is responsible for the daily work of the joint conference. The director of the office is concurrently held by the Deputy convener of the joint conference. The joint meeting shall have liaison officers, who shall be responsible comrades of relevant departments and bureaus of each member unit.
3、 Working rules
The joint meeting shall be held regularly or irregularly according to the work needs, and shall be presided over by the convener or the Deputy convener entrusted by the convener. When studying specific matters, some member units can be convened to hold special meetings, and other relevant departments, local governments and experts can also be invited to participate. The joint meeting shall clarify the agreed matters in the form of minutes and issue them to relevant units. Major matters shall be reported for approval according to procedures.
4、 Job requirements
All member units should, in accordance with the division of responsibilities, conduct in-depth research on issues related to the protection of intangible cultural heritage and take the initiative to do a good job in related work; Earnestly implement the work tasks and agreed matters determined by the joint meeting; Strengthen communication and close cooperation, support each other and form a joint force to jointly promote the protection of intangible cultural heritage. The joint conference office shall timely inform all member units of the relevant situation and strengthen the supervision and implementation of the matters agreed at the joint conference.
