## 1、 Main responsibilities of the Department
The main responsibilities of Fuqing Municipal Bureau of culture, sports and tourism are:
（1） Implement the party's guidelines and policies on publicity, culture and cultural relics, implement the laws, regulations and rules related to culture, tourism, sports, cultural relics, radio and television work, formulate local relevant measures and organize their implementation.
（2） Make overall plans for the development of cultural and sports undertakings, cultural and sports industries and tourism, draw up development plans and organize their implementation, promote the integrated development of culture, sports and tourism, and promote the reform of cultural, sports and tourism systems and mechanisms.
（3） Manage major cultural and sports activities in the city, and guide the construction of key cultural, sports and tourism facilities at the municipal level and the construction of cultural, sports and tourism facilities at the grass-roots level. Organize the promotion of the overall image of the city's tourism, promote foreign cooperation, regional cooperation and international market promotion of the cultural and sports industry and tourism industry, formulate tourism market development plans and organize their implementation, guide and promote global tourism.
（4） Guide and manage cultural and artistic undertakings, guide artistic creation and production, support the guided, representative and exemplary literary and artistic works that embody the core socialist values, carry forward the excellent culture of Fuqing, and promote the development of related arts and art varieties.
（5） Be responsible for the development of public cultural undertakings, promote the construction of public cultural service system and tourism public services, deeply implement the cultural benefit project, and comprehensively promote the standardization and equalization of basic public cultural services.
（6） Implement the national industrial technical standards, guide and promote the scientific and technological innovation and development of culture, sports, tourism, radio and television, cultural relics and museums, and promote the informatization and standardization of relevant industries.
（7） Be responsible for the protection of intangible cultural heritage and promote the protection, inheritance, popularization, promotion and revitalization of intangible cultural heritage.
（8） Formulate and organize the implementation of the development plan of cultural relics and natural history, and be responsible for the protection of cultural relics, museums (memorial halls) and ancient books. Cooperate with relevant departments to do a good job in the protection and supervision of characteristic historical and cultural blocks, famous towns, famous villages, traditional villages and historical buildings. Organize a thorough survey of cultural relics resources, and be responsible for the examination, identification, filing and approval of cultural relics protection units (protection sites) at the same level in Fuqing.
（9） Organize and implement the general survey, excavation, protection and utilization of cultural and tourism resources, guide the development of key tourism areas, destinations and boutique routes, and promote the development of new types of industries such as historical and cultural tourism, rural tourism and red tourism.
（10） Guide the development of cultural sports and tourism markets, supervise the operation of cultural sports and tourism markets in the city, promote the construction of the credit system of cultural sports and tourism industries, and standardize the cultural sports and tourism markets according to law.
（11） To guide the city's comprehensive law enforcement in the cultural market, organize the investigation and punishment of illegal acts in the cultural, sports, radio and television, cultural relics, tourism and other markets, and maintain market order.
（12） Plan the development of mass sports in the city as a whole, implement the national fitness implementation plan, supervise the implementation of national physical exercise standards, and promote the construction of national physical fitness monitoring and social sports guidance teams. Guide the construction of public sports facilities in the city, and be responsible for the supervision and management of public sports facilities.
（13） Make an overall plan for the development of competitive sports and the setting and key layout of sports events in the city. Guide and coordinate the city's amateur sports training, sports team construction and sports talent training.
（14） Guide and manage the exchange, cooperation, publicity and promotion of culture, sports and tourism to foreign countries and Taiwan, Hong Kong and Macao, and promote Fuqing culture to go global.
（15） Complete other tasks assigned by the municipal Party committee and the municipal government.
