# Part I overview of Chenghua District culture, sports and Tourism Bureau
## 1、 Basic functions and main work
### (1) Basic functions
In accordance with the spirit of the notice of the office of the CPC Chengdu Chenghua District Committee and the office of the people's Government of Chengdu Chenghua District on printing and distributing the regulations on the functional allocation, internal institutions and staffing of the Chengdu Chenghua District culture, sports and Tourism Bureau (Chenghua WBF [2019] No. 36), Chengdu Chenghua District culture, sports and Tourism Bureau (hereinafter referred to as the district culture, sports and Tourism Bureau) was established.
Chengdu Chenghua District Bureau of culture, sports and tourism (hereinafter referred to as the District Bureau of culture, sports and Tourism) is the working department of the people's Government of Chenghua District. It is at the department level and is attached with the brand of Chengdu Chenghua District Bureau of radio and television (hereinafter referred to as the District Bureau of radio, film and television).
The District Bureau of culture, sports and tourism implements the guidelines and policies of the CPC Central Committee on culture, sports and tourism and the decisions and arrangements of the provincial, municipal and district party committees, and adheres to and strengthens the centralized and unified leadership of culture, sports and tourism in the process of performing its duties. The main responsibilities of the district culture, sports and Tourism Bureau are:
1. Implement national, provincial, municipal and district policies, laws, regulations and rules related to culture and art, radio and television, sports and tourism; To formulate institutional and institutional reforms in the areas of culture, radio and television, tourism and sports in the region.
2. Promote the development of art, sports and tourism industries; Promote the integrated development of culture, sports, tourism industry, science and technology, finance and other related industries, organize the promotion of the overall image of tourism, and promote global tourism.
3. Be responsible for the management of public culture and sports; Organize and promote the construction of a diversified public service system in the fields of culture and art, radio and television, sports and tourism; Plan and guide the production of public cultural products; To guide the construction of libraries, cultural centers (stations), art galleries, stadiums (gymnasiums) and grassroots culture and sports; Supervise the use and management of cultural, sports and tourism facilities.
4. Promote the innovation and development of culture, sports and tourism science and technology, and promote the informatization and standardization of culture, sports and tourism industries.
5. Be responsible for the management of literary and artistic undertakings; Manage major cultural and artistic activities in the region.
6. Be responsible for the management of cultural relics and museums; Guide the construction of public service system in the field of cultural relics and museums; Organize and implement the protection of intangible cultural heritage and the inheritance and popularization of excellent national culture, and be responsible for the investigation and supervision of cultural relics.
7. Supervise and manage the content and quality of radio and television programs broadcast by radio and television and public audio-visual carriers in the region; Supervise and manage the transmission and safe broadcasting of radio and television programs.
8. Be responsible for the comprehensive coordination of tourism safety; Be responsible for the comprehensive coordination of the joint development of regional tourism resources; Responsible for monitoring the operation of tourism economy in the whole region; Responsible for tourism statistics and industry information release.
9. Be responsible for organizing and implementing the national fitness plan and organizing mass sports activities; Supervise the implementation of national physical exercise standards, and organize national physical fitness monitoring.
10. Make an overall plan for the development of youth sports in the region, guide and promote youth sports work, and work with the education department to cultivate and transport sports reserve talents for the country.
11. Be responsible for the planning of regional sports competitions, the management and coordination of large-scale sports events, and organize to participate in and undertake various sports competitions.
12. Supervise and manage the culture, sports and tourism markets in the region, and promote the construction of the credit system of the culture, sports and tourism industry.
13. Guide the comprehensive law enforcement of the culture, sports and tourism markets in the region.
14. Be responsible for work safety and occupational health, ecological and environmental protection, talent team construction and government service convenience within the scope of responsibility.
15. Complete other tasks assigned by the district Party committee and the district government.
16. Functional transformation. Guided by the good life of the people, we should promote the integrated development of culture, sports, tourism and industry, and improve the public service capacity of museums; Make good use of new functions such as cultural creativity, scientific and technological innovation and social investment to promote the integrated development of cultural and sports tourism and related industries; Consolidate the status of tourism as a strategic pillar industry, and enhance the national cultural soft power and international tourism competitiveness; Improve the carrying and hosting capacity of sports events and promote the construction of famous cities for sports events.
### (2) Key work in 2022
**1. Consolidate the construction of public services and improve people's happy life**
*First, promote the construction of public service facilities. Accelerate the construction of "ten major public cultural facilities" and promote the construction of China performing arts center; Three cultural and sports landmarks, such as the table tennis hall in Chengdong Sports Park, the sports space in Donglin community and the beautiful space in Qingxiu weizha mountain community, will be built with characteristics. Four community complexes, including Haibin community and Longxing North Fourth Road, will be built. The construction of eight cultural and sports facilities, including Shanton apartment and Evergrande central square, will be accelerated, and the construction of four community complexes, including Huxiu Second Road and Jingzhu West Road, will be started within the year. The new cultural positions should be involved and planned in advance, so as to further improve and enhance the position construction, talent team, service supply and guarantee mechanism of the grass-roots comprehensive cultural service center. We will develop a performance evaluation mechanism for the effectiveness of public cultural services to comprehensively improve the performance of cultural positions.
*Second, promote the prosperity of cultural and sports activities. We will regularly carry out mass inclusive cultural and sports activities such as "going to the grass-roots level", "four seasons of culture", "going to the countryside three times", "our festivals", and intangible cultural heritage into the community. Actively integrate the resources of various literary and art teams, social professional groups and literary and art lovers, actively carry out cultural volunteer services, sink high-quality public cultural products into the community, and transform grassroots public cultural services from "sending culture" and "planting culture" to "showing culture", so that more people can accept artistic edification, participate in cultural activities, improve cultural cultivation, and enhance cultural consciousness.
**2. Strengthen the cultural brand and optimize the city's foreign exchange window**
*First, create local cultural brands with characteristics. We will continue to build local characteristic events and activities such as "the charm of Shahe River", the International Drama Festival of Fanxing drama village, the 2022 Chenghua panda City Orienteering race, the Chenghua panda half marathon, and the ginkgo Art Festival, so as to create a unique image of the city.
*The second is to strengthen the city's foreign exchange system. Hold international events such as the 2022 international Youcheng youth music week, the 2022 Chengdu world bicycle day and Tianfu greenway healthy cycling tour at a high level, and do a good job in the coordination of the 31st Summer Universiade in Chengdu in 2022; Carry out national high-end activities such as the Eighth International Intangible Cultural Heritage Festival and the 2022 China family bicycle health camp in a high standard, and create a city atmosphere that embraces all rivers.
**3. Deepen the integration of culture and tourism, and speed up the building of "three famous areas"**

Promote the opening of the panda base reconstruction and expansion project on New Year's day, and promote the implementation of major cultural and tourism projects such as discovery Chinese international exploration world and panda global village; Create a brand of accommodation industry, recommend two business entities to select the theme tourism destination of "new tourism · Chaocheng", and promote wangpingfang to create a national leisure tourism block. Strive to create a national 5A scenic spot in the panda base in 2022, successfully pass the national landscape value assessment, and strive to create a national full-scale tourism demonstration area.
*The second is to comprehensively launch the cultural and creative areas. Relying on the opportunity of the memory experiential performing arts settlement in the eastern suburbs, it was successfully selected into the 2021 provincial cultural and tourism integration demonstration project and the holding of the Universiade and Winter Olympics, focusing on the introduction of sports and cultural and creative industry projects such as animation, film and television drama, e-sports, and accelerating the establishment of national cultural industry demonstration parks (bases) and national cultural and tourism industry integration development demonstration areas.

From the perspective of the composition of budget units, the department budget of Chenghua District Bureau of culture, sports and tourism includes the budget of Chengdu Chenghua District Bureau of culture, sports and tourism at the same level and the budget of Chengdu Chenghua District cultural relics protection and Management Office (hereinafter referred to as the District Cultural Administration Office).
The budget announced this time is the district cultural administration office, which is the same level and secondary unit of the district cultural, sports and Tourism Bureau.

The total budget of revenue and expenditure of financial appropriations in 2022 is 40.3149 million yuan. The income includes: the general public budget appropriation income of the current year is 40.3149 million yuan. Expenditures include: 37.2664 million yuan for culture, tourism, sports and media, 1.1362 million yuan for social security and employment, 642600 yuan for health, and 1.2697 million yuan for housing security.
