# 1、 Overview of the Ministry of Education
## （1） Department functions
The Ministry of education is a component Department of the State Council, and its main responsibilities include:
1. Formulate guidelines, policies and plans for educational reform and development, draft relevant laws and regulations, and supervise their implementation.
2. Be responsible for the overall planning and coordinated management of all kinds of education at all levels, formulate the setting standards of all kinds of schools at all levels in conjunction with relevant departments, guide the education and teaching reform of all kinds of schools at all levels, and be responsible for the statistics, analysis and release of basic education information.
3. Responsible for promoting the balanced development of compulsory education and promoting educational equity, responsible for the macro guidance and coordination of compulsory education, and guiding the work of general high school education, early childhood education and special education. We should formulate basic teaching requirements and basic teaching documents for basic education, organize the examination and approval of National Curriculum textbooks for basic education, and comprehensively implement quality education.
4. Formulate rules, regulations and standards for educational supervision, and guide the work of national educational supervision; Organize and implement the supervision and evaluation, inspection and acceptance, quality monitoring and other work of all kinds of education at all levels according to law; Draft the national education supervision report; To undertake the specific work of the Education Steering Committee of the State Council.
5. Guide the development and reform of employment oriented vocational education, formulate the professional catalogue of secondary vocational education, teaching guidance documents and teaching evaluation standards, and guide the construction of secondary vocational education textbooks and vocational guidance.
6. Guide the development and reform of higher education and assume the responsibility of deepening the reform of the management system of colleges and universities directly under it. Formulate the catalogue of disciplines and majors of higher education and teaching guidance documents, review the establishment, renaming, cancellation and adjustment of colleges and universities with relevant departments, coordinate and guide all kinds of higher education and continuing education, and guide the improvement of higher education evaluation.
7. Be responsible for the overall management of the Department's education funds, participate in the formulation of policies for education fund-raising, education appropriation and education infrastructure investment, and be responsible for the statistics of the national education fund investment.
8. Plan and guide the education of ethnic minorities, and coordinate educational assistance to ethnic minorities and ethnic minority areas.
9. Guide the ideological and political work, moral education work, physical education, health and art education work and national defense education work of all kinds of schools at all levels, and guide the party building and stability work of colleges and universities.
10. To be in charge of the work of teachers throughout the country, work with relevant departments to formulate and guide the implementation of various teacher qualification standards at all levels, and guide the construction of talent teams in the education system.
11. Be responsible for the enrollment examination and the management of student status and academic qualifications of all kinds of higher education, formulate higher education enrollment plans with relevant departments, participate in the formulation of employment policies for graduates of ordinary colleges and universities, and guide ordinary colleges and universities to carry out the employment and Entrepreneurship of College Students.
12. Plan and guide the research of natural sciences and philosophy and Social Sciences in Colleges and universities, coordinate and guide colleges and universities to participate in the construction of national innovation system and undertake the implementation of various scientific and technological plans such as national major scientific and technological projects, guide the development and construction of scientific and technological innovation platforms in Colleges and universities, and guide the work of educational informatization and the combination of industry, University and research.
13. Organize and guide international exchanges and cooperation in education, formulate policies for studying abroad, studying in China, Sino foreign cooperation in running schools and the management of schools for the children of foreigners, plan, coordinate and guide the international promotion of Chinese, and carry out educational cooperation and exchanges with Hong Kong, Macao and Taiwan.
14. Formulate guidelines and policies for the national language and writing work, formulate medium - and long-term plans for the language and writing work, formulate norms and standards for Chinese and minority languages, organize coordination, supervision and inspection, and guide the promotion of Putonghua and the training of Putonghua teachers.
15. Be responsible for the national degree awarding work, implement the national degree system, and be responsible for international degree equivalence, degree mutual recognition, etc.
16. Be responsible for coordinating the relevant departments of our country to carry out international cooperation with UNESCO in the fields of education, science and technology, culture and so on, and for liaison with the UNESCO Secretariat and relevant institutions and organizations.
17. Undertake other matters assigned by the State Council.
## （2） Department budget unit composition
In 2021, the department budget of the Ministry of education reflects the revenue and expenditure of the ministry level (including an independent accounting overseas institution), the Bureau of retired cadres of the Ministry of education, 75 colleges and universities directly under the Ministry of Education (one of which is run in two places, and the budget is managed separately) and 38 units directly under the Ministry of education, excluding the special education projects transferred by the central government to support local preschool education, compulsory education, general high school education, vocational education, higher education, etc. As of December 31, 2020, the Department and its subordinate units have 578100 staff of all kinds (including teaching staff), including 295300 in-service staff, 215600 retirees, 67200 others and survivors. There are 6.2422 million students of all kinds in Colleges and universities directly under the Ministry of education. The basic expenditure of the Ministry of education not only includes the operating expenses such as wages, subsidies and office expenses of the personnel of the Ministry of education, but also includes the operating expenses such as wages, subsidies, housing security, education and teaching of all personnel of 75 colleges and universities directly under the Ministry of education and 38 units directly under the Ministry of education, as well as various expenses of cultivating students by schools.
